Rear Admiral Md. Niyamat Elahee, NPP, ndc, psc 

Rear Admiral Md Niyamat Elahee joined BN in 1989 and was commissioned in 1992 in the Weapon Electrical Engineering branch. After graduating from BUET in 1996 and completing the basic courses in 1996-97, he began his professional career. He was promoted to Rear Admiral on 02 September 2024 and has been serving as the Assistant Chief of Naval Staff (Materiel) since 06 May 2025. Prior to this, he held the position of Commandant, Navy Training and Doctrine Command (NATDOC) at BNS SEB.

He is a specialist in naval weapons, naval electronics, and marine electrical. His professional training includes Electrical Specialization Course at BNS SM in 2003, Weapon Engineering Specialization Course at HMS COLLINGWOOD in the UK during 2004–2005, and Sonar Simulator Design and Development in Italy in 2001. He also completed Group Testing Officer Course at ISSB Dhaka in 2000. He is a graduate of Defence Services Command & Staff College Mirpur (2005–2006), Pakistan Navy War College Lahore (2009), Senior Staff Course BPATC Savar (2018), and the National Defence College Mirpur (2021). Academically, he holds a BSc in EEE from BUET, a Master in Defence Studies from National University Bangladesh, an MSc in War Studies (Maritime) from National Defence University Islamabad, and an MSc in EECE from MIST.

Over the course of his service, the officer has served in a wide variety of roles across BN and inter-service institutions. His assignments have spanned naval warships of various classes, shipbuilding and repair facilities, logistic depots, training establishments, procurement agencies, Naval Headquarters, service universities as well as inter-service and deputation posts. His key appointments in the Navy include the roles as Electrical Officer of major BN FFs, Instructor  BNA, Directing Staff BN Junior Staff Course, System Maintainer SMWT, OIC Electrical School, General Manager (P&E) BN Dockyard, General Manager (Admin) DEW Ltd, DNW&EE NHQ, DNIT NHQ, and Commodore Superintendent Dockyard (CSD) at BN Dockyard.

His inter-service and deputation appointments include the roles as GTO ISSB, Instructor MIST, Deputy Director Defence Purchase DGDP, Director the Centre for Higher Studies and Research BUP, and Director Border Security NSI. He participated in the UN Peacekeeping Mission in Ivory Coast as a military observer during 2006–2007. Since the early 2000s, he has been entrusted with several major naval weapons and electronics projects involving research, acquisition, and implementation. As part of inter-service delegations, he had visited numerous defence R&D and industrial establishments, including in China and India during 2016–2017, to study avenues for enhancing Bangladesh’s defence R&D capabilities.

His service portfolio has encompassed responsibilities in engineering, logistics, training, doctrine, project, staff, security, and command. His command experience includes leadership of sub-unit (workshops and schools), command of larger unit (Naval Support Unit DEW Ltd), and Admin Authority such as CSD BN Dockyard, MD CDDL, and Comdt NATDOC. Throughout his career, he has visited approximately 20 countries across Asia, Europe, Africa, and South America. His personal interests include golfing and reading. He is happily married and blessed with two sons and one daughter.
